Expression of Interest (EOI)

CONSULTANCY SERVICES FOR STUDY AND ACTION PLAN FOR PROMOTING DOWNSTREAM PLASTIC PROCESSING AND ALLIED INDUSTRIES FROM PROPOSED ASSAM GAS CRACKER PROJECT

North Eastern Development Finance Corporation Ltd. (NEDFi) an ISO 9000 Company with an authorized share capital of Rupees 500 crore and with the objective for the development of the North Eastern Region by providing credit and other support facilities to industry, infrastructure, agriculture and agro processing sector, proposes to engage consultant.

Expression of Interest (EOI) is accordingly invited from reputed consultant/consulting firm to provide services in the following areas:

SCOPE OF WORK

Project Identification based on the following broad parameters:

1. Quantity and specification of the products available from the Assam Gas Cracker Project.
2. Regional and Domestic marketability of the products
3. Export potential of value added plastic products to neighboring countries
4. Suitability of the technology
5. Employment opportunity
6. Availability of infrastructure and utilities in the region
7. To explore bio-degradability parameters while identifying projects including plastic waste recycling scope and plan of action
8. Possibilities of setting up of Plastic Parks.

Identification of opportunities in Ancillary/Engineering/Service Sectors

1. Identify major requirements of inputs and consumables for gas cracker and LLDPE/HDPE and PP Plants other than the main raw materials
2. Identify the service requirements for the said projects
3. Explore feasibility of promoting projects for the above.

The studies shall provide:

1. Justification for selection of the project
2. Local/Regional market information (secondary sources)
3. Suggested installed capacity and a production programme
4. Alternate sources of technology
5. Brief details of plant and machinery
6. Raw materials required and their specification
7. Details of infrastructure, utilities and other inputs required for the downstream industries
8. Manpower and skill requirements
9. Estimation of investment cost and the source of finance-project wise
10. Profitability estimates-project wise

An Action Plan will include:

1. Development of infrastructure for the speedy development of downstream and allied industries
2. Changes in the rules and policies of both the state government and the central government to encourage growth and development of these sectors.
3. Prepare road map for Implementation of various downstream projects within a time frame of 2-3 years from the date of commissioning of gas cracker and availability of feedstock
4. Prepare road map for projects identified in Ancillaries/Engineering/Service sectors for implementation within a time frame of 5 years.
5. Benefits assessment
6. Identification of key requirements for development and Phasing of growth and development
7. Developing an action plan giving the recommended business model for the envisaged downstream units, socio-economic impact of units on the state and an implementation.

ELIGIBILITY CRITERIA

Consultant/Consulting firm who are primarily in the business of this segment with proven track record, fulfilling the following requirements would be considered.

1. Past Experience of the firm

• Number of years of experience
• Past Experience of studies of similar nature
• Past Experience in carrying out studies in related sectors.
• Studies carried out in India

2. Experience of Key Personnel

• Qualifications
• Relevant Experience

3. Financial Strength of the Consultant/ Consulting firm

• Turnover figure for Last three years
• Net Profit Figure for Last three years

DOCUMENTS TO BE SUBMITTED ALONGWITH EOI

Expression of Interest should accompany the following documents:

i. Audited/certified copies of balance sheets of last three years

ii. Experience profile and other details mentioned in “Eligibility Criteria” above

iii. Letter of association/JV agreement etc. (in case of JV)

SUBMISSION OF EOI

The EOI accompanied with above documents should be sent to the General Manager & Company Secretary, NEDFi, Basundhara Enclave, B.K.Kakati Road, Ulubari, Guwahati-781 007 (Assam) latest by 30^th July, 2008.
