we, NEDFi, is in the process of setting up a DR-Site in a co-located Tier III Data Center in India (preferably in Hyderabad/Delhi-NCR/Bangalore/Kolkata) and in this connection we are inviting proposals with the following minimum specification:

A. Minimum Specification/ requirement:

a) 10U Rack Space (continuous in a single rack) as below:

i. Servers : 3-nos

ii. Storage : 1-no

iii. Firewall : 1-no

iv. L2 Managed Switch : 1-no

The specification of the above hardware items are given in ANNEXURE-A.

b) Power Requirement:  24×7 uninterpreted redundant power supply from two different source at Rack level to smoothly run the items mentioned in ANNEXURE-A.

c) Cooling Requirement: Sufficient cooling and humidity control arrangement shall be available as per industry standard.

d) Security & Surveillance :  

i. The Data-center should have Surveillance system with minimum 30-days backup and should made be available to NEDFi on request.

ii. Should have 24×7 on-site security guard and entrance & exit controlled by bio-metrics.

iii. Alarm & Fire detection with automated notification and protection system.

iv. Any other security measures to be followed by  certified Tier III Data Center.

e)  Internet & Networking :

i. Internet : The data-center should have tied-up with reputed ISP and will be responsible to provide dedicated internet connection using optical fiber to the firewall of NEDFi with 99.90% uptime SLA.  

ii. Bandwidth  : Minimum 100-Mbps dedicated bandwidth with monthly 5-TB data usage. The party is also requested to provide data charge/rate for additional data usages.   

iii. Public IP Address: 2-numbers of Public static IP shall be provided to NEDFi.

f)  Service/facility to be offered :

i. Should offer 24×7 and 99.90% uptime Service Level Agreement (SLA) to NEDFi. Live chat, eMail Support, Telephonic support along with escalaction matrix details shall be made available to NEDFi.

ii. On-Premises Visit : NEDFi will assign representative to visit the data-center during setup period and may also send representative/ vendor support team for maintenance from time to time and they should be allowed with prior permission of NEDFi.  

iii. Regular Service : Services like mounting, rebooting/hard rebooting, cabling assistance, network troubleshooting etc. should be provided by the provider as requested by NEDFi.

B. Eligibility Criteria :

a) The party offering co-location data-center service should be minimum certified Tier III Data Center (by uptime institute or similar organization).

b) The Data center should be ISO 9001-2015, ISO 27001:2013 certified.

c) The vendor should be in operation for at-least  3-years.

d) The data-center should have at-least 2-clients from financial sector like Bank/NBFC.  

e) The data-center should not be blacklisted by any organization in India. An undertaking in this regards shall also be submitted with technical bid.

C.  Other Terms and Conditions:

a) NEDFi will execute a contract agreement with selected bidder initially for a period of 1 year. However, bidders are requested to submit the rate for 5 years. If the service of the vendor is found satisfactory , NEDFi may continue the services with same price and terms & conditions.

b) The selected vendor will be fully responsible for any misplaced/lost of the item(s) kept in their custody.

c) NEDFi may at any time terminate the Contract by giving a notice to the vendor, without compensation.

d) Quotations will be accepted via email only at [email protected] [1]. Quotation along with KYC (PAN, GST Firm Registration and Proof of Address) shall be sealed & signed by the authorized signatory of the bidder, which shall be scanned to a single password protected file (PDF/ZIP) and sent to [email protected] [1]. Bidders will have to present on the quotation opening time through a video conference and they have to share the password during the meeting to view their quote. Details of video conferencing will be shared on bidder’s email on or before opening date. 

e) Payment: One time cost will be paid after successful installation, commissioning of the hardware provided by NEDFi. Recurring cost will be paid on quarterly postpaid basis.

f) NEDFi reserves the right to cancel/reject/terminate/amend the tender at any stage with/without assigning any reason thereof. Bid submitted after the last date/time of submission, incomplete documents and ineligible bid will be rejected. The decision taken by NEDFi will be final and binding to the bidder.

h) If there is any arbitration, the jurisdiction will be at Guwahati only.

i) Data center has to be insured against fire, earthquake and terrorist attack.
